We are bringing the real, everyday experiences of parents directly to the heart of European education policy. As the only Pan-European organization exclusively representing parents, the European Parents' Association has launched a historic, strategic initiative supported by the European Commission.
Through this landmark grant, we are transitioning from a volunteer network into a highly professionalized organisation with a rapid-response Secretariat. We are turning grassroots parent feedback into direct European policy, and making sure no parent in Europe is left behind.

Our operational plan translates the FPA strategic goals into direct actions built across three cohesive blocks to maximize European added value
Block I: Capacity and Influence Enablers
This block forms the framework for our network expansion, ensuring democratic engagement and inclusive feedback loops into the European Education Area (EEA) and the Union of Skills.

SO1: Outreach, Representativeness & Inclusion
Mapping underrepresented regions, minority groups, and socio-economically disadvantaged families. We are establishing a minimum of 5 new strategic contacts and launching targeted dialogues to widen our geographic and diverse footprint. -
SO2: Peer-Learning & Member Capacity
Activating a continuous cross-border knowledge exchange platform. This includes school visits, member training sessions, and activating the new EPA Knowledge Base "Library" to systematically transfer local best practices across Europe. -
SO3: Structured Policy Expertise & Influence
Systematically monitoring EU legislative developments. We turn grassroots parent surveys into evidence-based inputs, delivering a minimum of 10 structured contributions to EU institutional consultations and policy cycles annually.
Block II: Thematic Focus on Skills for the 21st Century Citizenry
We support the family unit as the primary environment for lifelong learning, translating complex EU policy domains into everyday family realities.

SO4: Digital Literacy, Well-being, and Mental Health
Equipping parents to navigate the Digital Education Action Plan (DEAP), AI readiness, screen time, and cyber-safety. We publish high-quality, parent-friendly resources and deliver direct whole-community training sessions to tackle topics such as youth anxiety and cyberbullying. -
SO5: Democratic Citizenship & Green Transition
Actively promoting European values, media maturity, and democratic resilience to counter social polarization and disinformation. We provide tailored resources to help households build green, eco-sustainable competences from an early age.

Ensuring our policy positions, resources, and toolkits achieve a scaled regional and national impact.

Transitioning to a data-driven communication strategy led by a dedicated Communications Officer. This pillar focuses on expanding external visibility, maintaining public transparency, and running targeted awareness campaigns across our digital channels.

By the End of 2026 (The Foundation Phase)
- The EPA Online Knowledge Base: Launching and populating a centralized digital library with practical, accessible parent toolkits.
- Multilingual Access: Deploying core toolkits and website landing sections in at least 4 European languages plus Simple English to enhance inclusion.
- Digital Growth: Expanding our digital base to achieve a +20% growth metric across unique website traffic, social channels, and newsletter subscribers.
- Network Training: Delivering 4 online member capacity-building training modules and at least 4 localized workshops[cite: 3].
By the End of 2027 (The Scaling Phase)
- Geographic Expansion: Transitioning pilot outreach into formal integration, adding new national networks to our voting footprint.
- Replicable Impact: Publishing 10 validated, cross-border best practices showing successful parent-school governance models.
